  • Precious baby formula is being exported to China on an industrial scale from a small business park in Melbourne amid growing tension over local shortages and panic buying. 

    On Tuesday, Daily Mail Australia witnessed pallet loads of baby formula being readied for export to China from several different depots at Springvale business park - about 22kms south-east of Melbourne. 

    It comes amid growing concern in Australia that China is receiving the lion's share of the prized commodity  - leaving local shelves empty. 

    Footage emerged of a scuffle breaking out in a Big W store in Lilydale on Saturday - about 35kms north of Springvale - over tins of baby formula.

    A couple wearing face masks and carrying two tins of formula each were seen lining up at a Big W checkout in footage shared on Saturday 

    Big W and major Australian supermarkets have a two-tin baby formula limit to stop 'daigou' shoppers buying the product in bulk to sell for a profit online to China. 

    Last month, home affairs minister Peter Dutton promised to punish those exploiting the panic buying engulfing Australian supermarkets during the COVID-19 crisis.

    The home affairs minister promised harsh consequences for anyone found to be profiteering through stockpiling food, toilet paper and other products.

    'We will come down like a ton of bricks on those individuals because I think they're the ones that have created this pattern of behaviour of hoarding and clearing out shelves,' he told 2GB radio just weeks ago.

    The prime minister also addressed the issue  - saying the government was already in the process of making it illegal to buy large quantities of certain supplies and then export them overseas.

    But while much of Australia sits idle awaiting the end of their COVID-19 lockdown, workers at the Springvale business park were busier than ever. 

    Daily Mail Australia saw cartons of baby formula products stacked up outside some warehouses, with one worker seen pushing baby formula about in a shopping trolley. 

    Max - not his real name - said the baby formula trade appeared to have ramped up amid the coronavirus crisis. 

    'It's been the routine out here for quite a while,' Max said. 'One place has picked up. They've picked up a lot. They're doing baby formula. Pallet loads. Lots of them,' he said. 

    'And when they're not moving any it will be the place over the other side. Multiple places are doing it around this area,' he said. 

    Max said the depots - all of which appeared to be operated by people of Asian appearance - were exporting pallets of household items overseas. 

    'A lot of baby formula, pallets and pallets of Weet-Bix, wine - just a whole lot of mixed goods,' he said. 'There was a container the other day being packed with wine and other bits and pieces.'

     'As long as you've got an ABN you can open up a business and export whatever you want really within certain limits,' he said. 'But I think it's really weird that over the past few months the amount of activity going on.'

    A manager of one of the larger exporters of baby formula told Daily Mail Australia he had a permit to export the products. 

    'We're not taking these things from the supermarket,' the man said.  

    'They palletise the stuff. We get it from the resources from the wholesaler so we are not getting it from the supermarket.'

    The manager, who refused to provide his name, said those that scoured supermarket shelves for baby formula were from a 'totally different industry'. 

    The man claimed the company was legally permitted to move the products to China. 

    'Whatever we do is legit,' he said. 'I don't know what others (are doing). All I can control is that I'm doing things that the law allows me to do.' 

    He further claimed China needed the product from Australia due to its huge population. 

    'They do manufacture it in China but it's not enough,' he said.

    'And Australian companies are making money from this. New Zealand companies are making money from this. 

    'These countries have huge land and have a lot of those kind of industries and provide milk and baby formulas, so you profit from it and then say "you know, you're not allowed to export it? We are doing the right thing.'

    But while baby formula continues to flood out of the country, Australians continue to go to battle over the product on home soil. 

    Just weeks ago, a woman caused outrage when she was seen placing tin-after-tin in her bag in a North Melbourne store, often picking up the formula a second after the worker had put it on the shelf.

    An angry shopper from Rowville, in Melbourne's south-east, took photos of another group of organised shoppers and posted them to social media on March 17.

    The shopper said the three baby formula opportunists were 'bounding to and from' the Woolworths buying a tin of formula each time - 'without a baby between them'.

    A week earlier, pictures emerged showing three-tonne pallet loads of baby formula sitting on the tarmac at Sydney airport ready to be flown to Hong Kong.

    The photos were taken by a Sydney father and airport worker who was shocked to come across the delivery on the runway after struggling to buy formula for his six-month old daughter.

    'Last night my wife went to 17 different supermarkets to find just one tin of baby formula so we can feed our child,' the worker told 9 News.

    On Tuesday,  Stephanie Groen, 29, told Daily Mail Australia she was buying shoes for her three-year-old daughter at Big W when she saw a couple wearing face masks at the self-service check-out with four tins of baby formula. 

    The incident quickly escalated when the two men stepped towards each other, only separated by Ms Groen's shopper's trolley

    What is a daigou? 

    Daigou (pronounced dye-go) is a Chinese term that translates into English as: 'buying on behalf of'.

    The term refers to a network of professional shoppers who purchase products that are unavailable or hard to source in China.

    The professional shoppers make use of apps such as WeChat or Weibo to connect with potential clients.

    Clients will send over a list of products they want purchased and give a down payment.

    Once the products have been purchased the client pays the daigou the remaining costs and commission. 

    Some daigou shoppers reportedly make more than $100,000 each year by selling tins three times the retail price in Australia. 

    The man then started yelling and swearing at her until an older man intervened.

    He told them to put the products back and claimed to have seen the pair in a local chemist buying baby formula earlier that day.

    The situation turned hostile when the man clutching the tins looked at the older man and said: 'I'll take you outside, buster.'  

    A staff member stopped the couple because they were over the limit with four tins, and had been seen in the same store with more of the same product earlier that day.

    When questioned, the man got aggressive and started arguing with the staff member.

    When Ms Groen intervened, the man turned on her.

    'As soon as I did, he turned to me and asked, "what's it got to do with you?". And when I looked at him...he had crazy in his eyes,' she said.

    The two men were not fazed by social distancing rules and found themselves face-to-face during the blowout.

    'Put it back,' the man said again before his opponent screamed 'no!'

    The baby formula shopper threw the tins into a trolley, ripped his face mask off and lunged towards the man before other witnesses interjected.

    A security guard then walked the man and woman from the store.

    A Big W staff member said: 'You're not allowed to buy the formula and that's it.' 

    Ms Groen said ten security guards approached the check-out and escorted the pair out of the store.

    Victorian Premier Daniel Andrews was asked about the Springvale business park, but declined to comment.

    To the baby boomers: We’re toast

    Now keep in mind, Ed sits on the board of his local hospital — and this was a couple of weeks before state health officials issued the latest guidelines for dealing with the expected surge of critically ill patients and a potential shortage of essential equipment, like ventilators.

    Now in his late-70s, Ed is a realist. It won't matter to doctors facing life-and-death decisions that Ed's a brilliant economist and a quite good amateur painter. It won't even matter that he's on the hospital's board and has given so much back to the community. It matters only, in the words of the state protocol that, "To the extent resources become scarce, the maximizing benefit will involve attempting to maximize life years saved, not only attempting to save the most lives."

    The good news is that race, ethnicity, ability to pay won't count, but a host of health-related issues —those "underlying conditions" that are part of the now frequent COVID-19-related obituaries — will.

    We will all be assigned a score based on our chances of long-term survival.

    And in what sounds like the intro to some weird new game show, in the event two patients with the same score end up vying for the same ventilator, "life-cycle considerations should be used as a tiebreaker, with priority going to younger patients (first priority age 0-17; second priority age 18-49; third priority age 50-65; fourth priority age 65-80; fifth priority age > 80)."

    Ed was so right. We're toast. No doctor will want to know that I've got an official letter from the Globe's lawyer testifying to the "essential" nature of my work or that I could run five miles without a second thought.

    To hell with all those birthday card cliches that "you're only as old as you feel" or "age is only a number." The latter, of course, turns out to be true in an ironic sort of way.

    It's what former Boston University president John Silber said during his 1990 race for governor (and, yes, we of the "at-risk" generation are old enough to remember that), in what was considered yet another "Silber shocker" at the time. Paraphrasing "King Lear," he said, "When you've had a long life and you're ripe, then it's time to go."

    Governor Charlie Baker put it this way, "It's hard to believe we're in a period where hospitals might have to make difficult decisions about how to distribute resources like ventilators, but that's the worst-case scenario, and we must plan for it."

    If that doesn't scare baby boomers into giving up that trip to the grocery store just because you've run out of chips and onion dip, nothing will.

    "The ethical justification for using the life cycle principle as a tiebreaker is that it is a valuable goal to give individuals equal opportunity to pass through the stages of life — childhood, young adulthood, middle age, and old age," the protocol states.

    Yep, we get that. COVID-19 is now that mythical ice floe on which elders might be called upon to set sail into the sunset.

    Those of us with children or grandchildren we'd do anything to save and protect can't imagine it any other way. Give up a ventilator? Heck yes!

    But facing our own mortality is never easy. We've worked longer, played harder, run more marathons, and gone on more diets than past generations just to stay in denial. Now some wretched virus threatens to shatter that illusion. Unless it isn't just an illusion, and we actually are the resilient and smart old coots we've pretended to be.

    ‘Not just a ‘woman’s problem’: Organizations call attention to scarcity of feminine hygiene baby products

    CLARKSDALE — On a recent Wednesday morning, Chelesa Presley and one volunteer packed double the amount of menstrual products and infant diapers into brown paper bags and plastic wrap to distribute across the state. With jobs lost and schools closed due to COVID-19, the demand for these items are high, especially for some communities in the Mississippi Delta. But the supply is getting low, said Presley, executive director of the Diaper Bank of the Delta.

    The Diaper Bank, a nonprofit addressing diaper needs along with period needs and childhood poverty in North Mississippi, has stored more than 50,000 items — tampons, pads, liners, baby wipes, and infant diapers, to name a few. The organization provides an essential service in Mississippi, where nearly 20 percent of the state lives in poverty, according to U.S. Census data. Now, there is another issue impacting women already struggling to make ends meet — coronavirus has caused thousands of Mississippians to lose their jobs, and with the state under a shelter-in-place order until at least April 20, Presley isn't sure how long this batch of supplies will last.

    "With our normal demand, it would serve us six months. Last year we served over 300 families and each of those families averaged two children each (30 diapers) — that's a lot of diapers," Presley said. "(They) are calling and saying, 'Hey, the casinos are closed. We don't have money. We can't get these items and … are not covered by food stamps or WIC."

    The coronavirus pandemic has led many shoppers to resort to "panic buying," where people buy food and household items in bulk, leaving grocery and convenience stores with empty shelves. What's missing out of the larger conversation, women and children advocates say, is the scarcity of hygiene products for low-income women and children.

    In the United States, women comprise half of the population. However, nearly two-thirds of low-income women couldn't afford feminine hygiene products like tampons or pads during a survey. This phenomenon is an extension of  "period poverty," or the inadequate access to menstrual hygiene tools and education due to lack of access or income. 

    Advocates argue menstrual health isn't just "a woman's problem, it's everyone's problem." Researchers cited consequences that affect employment, finances, education, and self-esteem issues. A recent study led by St. Louis University researchers found 36 percent of women missed days of work due to a lack of adequate period hygiene supplies. It also found 21 percent of 200 low-income women surveyed couldn't buy feminine hygiene products on a monthly basis. Nearly half had to choose between buying food or period-related products. 

    This is the reality in a state where poverty "is very much real," said Laurie Bertram Roberts, co-founder of the Mississippi Reproductive Freedom Fund, a Jackson-based nonprofit that provides financial and logistical access for abortions and advocates for reproductive health justice. 

    "You don't want someone using tampons too long. You don't want people taking apart pads and making their own. It's unsanitary. I love the fact we're so scrappy and such survivors but it's so not what we want from a public health perspective," she said in a phone call with Mississippi Today.

    In her own reproductive health work, Bertram Roberts saw the need for low-income families in the Jackson area. So, in 2018, the organization opened a diaper closet and opened a period supply closet a year later. The closets include baby wipes, baby diapers, adult diapers, pads, tampons, and more.

    Mississippi isn't the only state seeing shortages in feminine hygiene products. Other organizations have tripled their supply. I Support Girls, an international nonprofit that collects donations of feminine hygiene products and bras for shelters, prisons and people in need, donated 900,000 menstrual products this March compared to under 200,000 last year around the same time, The New York Times reported.

    In regards to baby items, Moms Helping Moms Foundation, a New Jersey baby supply and diaper bank, gave out more than 9,000 diapers in one week in comparison to a normal 4,000 in a week, NJ.com reported. 

    Similarly to the Diaper Bank, Bertram-Roberts has a small staff that is only able to support a little more than 10 families. In order to reach more people, organizing around this issue should be a priority, she said.

    "I've seen pushes to get everyone fed, but I haven't seen conversations around toiletries except for when it comes to people that are houseless … but not everyone who needs those things are houseless."

    SA lockdown: Baby toddler products allowed to be sold

    JOHANNESBURG - Government has clarified that products for the care of babies and toddlers are allowed to be sold during the lockdown.

    These include baby clothes, blankets, towels and other essential accessories for newborns, infants and toddlers up to 36 months.

    This follows a court case brought by two NGOs, the Tebeila Institute of Leadership, Education, Governance and Training - and the African Institute for Human Rights and Constitutional Litigation.

    Buhle and Thando Kubheka-Madulini are newly-weds, with their first child on the way.

    But with the baby coming in about two months' time – they're worried they haven't got everything they need.

    Especially if the lockdown is extended.

    "We are not as prepared as we would like to be because we have been affected by the lockdown. We just bought some of the baby clothes but we haven't started the essential stuff like you cot and baby seat because the shops are closed. We really need more essential stuff as soon as possible," said Thando.

    But they are more worried about those who already have their little ones.

    "We are expecting, we don't have the child here yet so we have a bit of time. I wonder what people who are giving birth today or tomorrow are doing. Even for us, we are not prepared enough. We need shops to open so that by the time baby arrives – we are able to cater for all their needs," added Buhle.

    Many stores selling baby clothes are closed – and those that are open – are not allowing parents to buy baby clothes and other essentials.

    It says these retailers have agreed to sell baby products at prices to simply cover the basic cost of production and distribution for the period of the lockdown.

    Government says hospitals and clinics are also allowed to buy these products directly for the infants in their care.
